Flinders Ports provides price information in accordance with its obligations under the South Australian Ports Access Regime. The Regime was created under the South Australian Maritime Services (Access) Act 2000 (the MSA Act), and provides a legal framework that seeks to ensure fair commercial access to proclaimed ports.
The Essential Services Commission of South Australia (ESCOSA) administers the Ports Access Regime and other elements of the MSA Act. Further information about port regulation is available on the ESCOSA website.
The access regime applies to regulated services in Proclaimed Ports, as defined under the MSA Act. Proclaimed Ports include Port Adelaide, Port Giles, Wallaroo, Port Pirie, Port Lincoln, Thevenard and Ardrossan.
Flinders Ports supplies the following regulated services:
- providing, or allowing for, access of vessels to the ports (excepting Ardrossan);
- pilotage services facilitating access to the ports listed;
- berths at:
- Port Adelaide berths 1-4, 16-20, 27 and 29;
- Wallaroo berths 1 South and 2 South;
- Port Pirie berths 2, 5 and 7;
- Port Lincoln berths 4, 5, 6 and 7;
- Port Giles (all berths) berths; and
- Thevenard (all berths)
- cargo services at grain berths:
The various charges for services provided at each port are monitored by ESCOSA under the 2004 Ports Price Determination (which comes under another part of the MSA Act).
It should be noted that an access request that requires Flinders Ports to undertake new capital investment may necessitate a review of the current level of charges applied. If this is the case, Flinders Ports will negotiate these increases in good faith.
