ALL PORT USERS are required to have a Maritime Security Identification Card (MSIC) as well as a Flinders Ports Access card to gain access to the wharf area.
Induction Process
As of the 2nd March 2009, the induction process for obtaining a Flinders Ports Access Card to access the ports of Port Adelaide, Port Lincoln, Port Pirie, Wallaroo, Port Giles and Thevenard will change.
A new Online Induction has been developed which will replace the current video induction.
An Online Induction provides greater flexibility for the applicant to complete the induction and enables the induction to be updated on a more regular basis.
The induction includes general berth information, security control information and also safety and environmental management issues.
A User ID and password is created for each individual applicant, which is then used to log on to the Online Induction via the Internet. In order to obtain a User ID and password, an application form must be completed for each required user and forwarded to Flinders Ports. Privacy Policy If approved, the User ID and Password will be created and forwarded to the applicant by email, post, fax, or collected by you.
Once you have completed the Online Induction, you are then required to contact Flinders Ports during office hours on 08 8447 0600 to make a time to have your photograph taken and your access card created. You can also visit your local Flinders Ports office to have your photograph taken, however your photo will be sent to the Port Adelaide office for your card to be created. Your card will then be posted to you.
In Port Adelaide, photographs will be taken between 10am - 11am on Tuesday and Thursday. Bookings must be made prior to attending.
In Regional Ports, a booking must be made with your local Regional Ports office prior to attending.
A $50 fee is payable to obtain a Flinders Ports Access Card. If payment is not received, then an access card WILL NOT be issued and access to the port area will not be granted. Payment must be made when visiting Flinders Ports to have your photograph taken. Payment can only be made via cash, cheque or money order.
In Port Adelaide, your Flinders Ports access card will be created while you wait or you can return at a later time to collect your Flinders Ports access card.

"A person has an operational need to hold an MSIC if his or her occupation of business interest require, or will require, him or her to have unmonitored access to a maritime security zone at least once each year."

Revalidation process for access cards
If you require your access card to be revalidated, then a fee of $50 is payable to revalidate your card for a further period of 2 years.
A Flinders Ports Access Card will not be revalidated unless the card holder has a valid Maritime Security Identification Card (MSIC) or shows evidence of having applied for an MSIC.
In accordance with the Maritime Transport and Offshore Facilities Security Act 2003; part 6; Division 6.1A; Regulation 6.07F states:-
"A person has an operational need to hold an MSIC if his or her occupation or business interest require, or will require, him or her to have unmonitored access to a maritime security zone at least once each year."
A revalidation notice will be sent to all port users prior to the access card expiring. This notice will be sent to the card holder's company to distribute to the individual card holder.
In order to revalidate the access card
- Each applicant must receive the revalidation notice and the "Port Access Requirements"
- Each card holder must complete the Flinders Ports Online Induction. The User ID and password for each applicant to login to the Online Induction is printed on the revalidation notice.
The induction will take approximately 1 hour to complete and must be completed in one session.
PC Requirements and recommendations:-
- Screen resolution of 1024 x 800 or higher
- Sound
- Broadband connection (dial up access is not recommended due to buffering of images which will slow the presentation)
Upon completion of the induction, you do not need to arrange a time to have your photograph taken, as a new card is not issued. You continue to use your current Access Card once revalidated.
The card holder MUST sign the Remittance Slip section of the Revalidation Notice (invoice/receipt).
Once signed, the notice (the Remittance Slip section) AND payment (payment by cash / cheque / money order accepted) must be sent or delivered to Flinders Ports.
For Regional Port users, payment can be sent or delivered to your local Flinders Ports office.
In order for the card to be revalidated for a further period of 2 years, you must complete the Flinders Ports Online Induction AND forward the signed remittance slip AND payment to Flinders Ports.
If the Online Induction is not completed and the payment and the signed notice is not received prior to the card expiring, the relevant access card will become VOID and access to the wharf area will not be granted.
If you no longer require your access card, then please notify Flinders Ports.

Recreational and Fishing Access
Flinders Ports has signed a Recreational and Fishing Access agreement for the ports of Port Giles, Wallaroo, Port Pirie, Port Lincoln and Thevenard. Recreational access is not available for the wharves in Port Adelaide.
In the interest of public safety and in compliance with the Maritime Transport and Offshore Facilities Security Act, at Security Level 1, the public will have access to the regional port wharves only when there are no Commercial Security Regulated ships working cargo or there is no maintenance being carried out to the wharf structure.
If the Office of Transport Security raises the level of security, additional measures will be put in place in accordance with the security plan for the port.
The following listed ports are all compliant with the Maritime Transport and Offshore Facilities Security Act 2003.
Port Adelaide
Access to the Inner Harbour Berths can be gained through a number of electronic access gates. At Berths 29, 27 and 18-20 Berths you will find electronic entry and exit access gates. For your convenience we also have an exit only gate located at Berth 18.
M Berth, Adelaide's only Oil Berth, is classed as critical infrastructure and as such has a number of security measures in place. When a vessel is berthed, a security guard controls access to the berth. When there are no vessels at the berth, access is controlled through the electronic access card.
Outer Harbor Berths 1-4 as well as the Signal Station and the Marine Services Office can be accessed through electronic entry and exit gates located off the roundabout on Lady Ruthven Drive.
Berth 8 at Outer Harbor can be accessed with a Flinders Ports access card through the electronic gate.
There are a number of dedicated berths in Port Adelaide and Outer Harbor. Port Facility Operators such as those who operate these berths are required to implement their own Maritime Security Plan and therefore control access to the berth directly.
H and K Berths in the Inner Harbour are dedicated to Adelaide Brighton Cement and access can only be gained by arrangement directly with Adelaide Brighton Cement.
Penrice Soda Products operates a dedicated berth also in the Inner Harbour. Access is controlled directly by Penrice.
Berths 6 & 7 at Outer Harbor are dedicated to DP World Adelaide, the Adelaide container terminal operator. Access to these berths is controlled directly by DP World Adelaide through on site security guards by arrangement only.
